I think it would be important to provide wired access at these workstations.

I think you might be surprised this year. They're on a pretty beefy ISP backbone and have hosted official MS conferences on several occasions.
I can't speak to the budget, but the numbers I was quoted for actual facility capacity are pretty high. Many times higher than the Bethesda Conference Center we've had it at previous years.

I think they should be. I was told we would have complete control over that stuff, and we tend to use VPN on site for things too.

If your business is critical, request one of the broadband cards from your management. :)
